Manipur Inner Line Permit

The Manipur Inner Line Permit (ILP) is an official travel document issued by the state government to allow inward travel of an Indian citizen visiting the beautiful state of Manipur for a specific time period.

This is in exercise of the powers conferred by section 2 and section 4 of the Bengal Eastern Frontier Regulation, 1973 (Regulation 5 of 1873) as extended to the State of Manipur vide Order of President of India No. S.O. 4433(E) dated 11/12/2019.

Types of Permits

The Government of Manipur issues six categories of Inner Line Permit (ILP).

1. Special Category Permit
  • For Government Contractors, investors, traders and business establishments.
  • Maximum validity: 3 Years.
  • Renewal is mandatory after expiry.
2. Regular Permit
  • For individuals visiting Manipur frequently.
  • Requires sponsorship by a permanent resident of Manipur.
  • Validity: 90 Days.
3. Temporary Permit
  • For tourists, business representatives and short-term visitors.
  • Validity: 30 Days.
  • No renewal is permitted.
  • Applicants must convert to another eligible permit before expiry, wherever applicable.
4. Labour Permit
  • Issued for groups of labourers brought from outside the State.
  • Applicable for labour engaged in construction works.
  • Can be sponsored by contractors, firms, companies or individuals.
5. Half-Yearly Working Permit
  • For workers/labourers in the unorganized sector.
  • Temporary employees of registered companies, firms or institutions.
  • Validity: 180 Days.
  • Extendable once for another 180 days.
  • Total stay cannot exceed 360 days.
  • Fresh permit can be obtained only after a cooling period of 30 days.
6. Annual Working Permit
  • For regular employees of registered companies, firms and institutions.
  • Validity: 360 Days.
  • Valid only during the period of employment.
  • Not extendable.
  • A fresh permit can be applied with a minimum gap of one day.

How to Apply ?

Applicants may apply for a Manipur Inner Line Permit through any of the following methods:

i. Online Application
  1. Visit the Manipur ILP Portal.
  2. Select the desired permit type.
  3. Complete the online application form with the required details.
  4. Submit the application.
  5. An SMS containing the Application Number will be sent to the registered mobile number. Keep this number for future reference.
  6. After verification and approval, an SMS notification will be sent to the applicant.
  7. Click on Check Status on the portal.
  8. Enter the Application Number and Date of Birth.
  9. Complete the online payment.
  10. After successful payment, the system will generate the permit, which can be viewed, downloaded, or printed.
ii. Onsite Application (Counter)

Applicants may visit any designated ILP Counter to apply for a new permit or renew an eligible permit.

ILP Counters are available at:

  • Mao Gate
  • Jiribam Railway Station
  • Imphal Airport
  • Office of the Deputy Commissioner in each district
Applicants are advised to refer to the relevant Gazette Notification for the permit types that can be issued at each office.
iii. Onsite Application (Kiosk)

Applicants can generate Temporary Permits instantly through the Self-Service Kiosk.

  • No waiting for approval from the issuing authority.
  • Payment can be made immediately after submitting the application.
  • The permit is generated instantly after successful payment.
  • The applicant must produce the original identity document used during the application whenever requested by the enforcement authority.
Note: The Kiosk facility is available only for eligible Temporary Permit applications.

Renewal of Inner Line Permit

  • Renewal shall be considered only upon submission of a renewal application.
  • Only Labour Permit, Special Permit and Half-Yearly Working Permit are renewable.
  • Temporary Permit and Regular Permit cannot be renewed.
  • Renewals beyond two times shall be referred to the Home Department.
  • Renewal is subject to satisfactory conduct and absence of criminal involvement.

Temporary Permit Deputy Resident Commissioners/OSD of Manipur Bhawans, Officers-in-Charge of Police Stations at Mao, Jiribam, Jessami, Sinjowl, Imphal Airport and other authorised agencies.
Labour Permit Deputy Commissioners, and other authorised agencies.
Half-Yearly Working Permit Deputy Commissioners or any authorised agency of the State Government.
Annual Working Permit Deputy Commissioners or any authorised agency of the State Government.
